NYC Just Created Its First LGBTQIA+ Affairs Office. A Trans Attorney Is Leading It.

Mayor Zohran Mamdani named trans attorney Taylor Brown to lead the newly created Office of LGBTQIA+ Affairs in a historic move for New York City.

Mayor Zohran Mamdani announced the creation of the city’s first-ever Mayor’s Office of LGBTQIA+ Affairs and appointed civil rights attorney Taylor Brown as its inaugural director. The appointment makes Brown the first transgender person in history to lead a New York City office or agency.

Mamdani signed the executive order establishing the office at the Brooklyn Community Pride Center in Crown Heights, signaling a new chapter in how the city organizes services and protections for LGBTQIA+ New Yorkers.

In a statement, Mamdani highlighted the city’s commitment to both recognition and protection for queer communities.

“New York City is proud of its LGBTQIA+ community and will refuse to deny healthcare, safety, or dignity to anyone on the basis of their identity. With Taylor Brown as Director of the new Office of LGBTQIA+ Affairs, the city’s queer community will not only be celebrated, but protected at every turn.”

Brown currently serves as an assistant attorney general in the Civil Rights Bureau of the New York State Attorney General’s Office, where her work has centered on advancing civil rights protections, particularly for transgender people. Her legal work has addressed discrimination against transgender individuals in housing and public accommodations, as well as disparities involving race and disability in public schools.

The newly created office will function as a central hub within city government, coordinating resources and initiatives that affect LGBTQIA+ New Yorkers. It will also serve as a liaison across agencies to prevent discrimination based on sexual orientation, gender identity, or gender expression.

Among its responsibilities, the office will oversee the NYC Unity Project, a city initiative launched in 2017 that coordinates services for LGBTQIA+ residents. The administration plans to expand that work through the new office while strengthening the city’s equality guidelines and sanctuary protections for queer people.

The historic moment is certainly not lost on Brown.

“New York has given me everything — life-saving health care, education, a home, a career, my chosen family, and a life of purpose,” Brown said in a statement. “I am so proud to serve this city as the inaugural Director of the Mayor’s Office for LGBTQIA+ Affairs. I will work every day to ensure that the doors of New York City remain open to all and to continue New York City’s legacy as a beacon of opportunity and hope for those who have been ignored, discriminated against, and intentionally excluded.”

She also emphasized the importance of coordination across city government to respond to threats against the community.

“I look forward to working across agencies to ensure that we are protecting the LGBTQIA+ community from hostile actors that do not share New York City’s values,” Brown said. “Thank you to Mayor Mamdani, Deputy Mayor Su, and Commissioner Attah-Mensah, whom I look forward to working alongside, for this extraordinary opportunity to serve the people of New York.”

When announcing the initiative, Mamdani added, “Queer New Yorkers deserve to be not just protected, but celebrated in this city. Together, we will fight for their right to live a life of dignity, safety, and unabashed pride.”
